The District Council can not collect domestic asbestos as its contractors are not licensed to remove asbestos and the Thorney Down transfer station is not licensed to receive it.
The Civic Amenity Site on the Churchfields Industrial Estate, Salisbury has a disposal facility for small quantities of domestic asbestos. The asbestos should be put in strong polythene bags prior to taking it to the site. However, the asbestos should not be broken up in order to do this. At the site the asbestos should be put in the secure container provided as directed by the staff.

When disposed of by a contractor or skip hire company, the asbestos waste becomes classified as commercial hazardous waste and must be taken by the contractor to a licensed landfill site under a consignment note issued by the Environment Agency.
If you employ a builder to repair/demolish an asbestos cement structure, the waste is the responsibility of your builder to dispose of responsibly. Your contractor cannot take it to any of Wiltshire’s household recycling centres and must not leave it to the householder to dispose of it. Any business trying to use these HRC facilities will be turned away from the site as they would be committing a criminal offence.
If you use a skip company to dispose of asbestos waste, you must ensure that the company you wish to use is willing and licensed to take the asbestos waste. The skip company will need to provide you with a valid consignment note and be a registered carrier of waste.
