Affordable housing

Salisbury District Council is acting to provide more affordable housing in the area.

The lack of affordable homes in South Wiltshire is a problem. There is currently a clear mismatch between local incomes and house prices. In fact evidence shows that to buy a modest property, you would need to borrow 6-7 times the average annual income.

The council has therefore been exploring a range of ways to increase the number of affordable homes available in the district.

To raise awareness of the issue, and to provide more clarity for applicants of housing schemes, the council has produced Supplementary Planning Guidance (SPG) for affordable housing.

Supplementary Planning Guidance for affordable housing

The Supplementary Planning guidance explains:

  • the policies that will be used to secure affordable homes as part of appropriate development schemes
  • the policies that aim to encourage local community housing solutions
  • the 'one for one' affordable homes policy for the New Forest Heritage Area

The guidance also includes information for developers. There is a section on matters that need to be considered during applications and negotiations for housing schemes.

Affordable housing and Planning

The planning system is a very important tool in the delivery of affordable housing. For example, the council has policies that require a proportion of all new, sizeable development sites to be affordable homes; provided for the benefit of local people.

Housing, planning, community and financial planning considerations were all taken into account during the development of this guidance. And a wide range of interests were brought together to find viable solutions and to offer positive advice.

Public consultation

The document was published for consultation in February 2004 for a period of six weeks. The council carefully considered all the issues raised through the consultation exercise, and details of the comments received are available on request.

The document was formally approved by the council as Supplementary Planning Guidance on 15 September 2004.
