R2 is a policy designed to increase the number of publicly available outdoor recreation facilities in the district.
Put simply, developers may be required to provide open space on the site they are developing, or contribute financially towards outdoor recreation facilities elsewhere in the local area.
The council believes that access to public open spaces and recreation facilities is important for maintaining and improving the quality of life for residents of the district.
During the development of the Salisbury District Local Plan, it became clear that:
The council has therefore devised a policy that will increase the number of outdoor recreational facilities in line with development. In simple terms, the policy requires new residential developments to contribute to the provision of new local outdoor recreation facilities through the planning process. The policy is called R2 because it is the second policy in the Recreation chapter of the Salisbury District Local Plan.

Before approval of a residential planning application, the developer must sign (where R2 is involved) a Section 106 agreement. These agreements are often known as 'unilateral agreements' or 'unilateral undertakings'.
This agreement includes the amount (commuted sum) that the developer must pay towards recreation facilities. The sum is calculated on the number of bedrooms in a dwelling. For more information on commuted sums, see Guidance for prospective developers.
The funds paid by the developers are managed by Salisbury District council on behalf of the parish council concerned. Parish councils who undertake recreational projects apply to the district council for the R2 funds from developments in their area. For Salisbury City wards, the funds are managed centrally by the Salisbury District Council Parks Manager.
