Statement of community involvement

On 11 December 2006, the council adopted its Statement of Community Involvement, which forms part of the Salisbury District Local Development Framework.

The Statement of Community Involvement (SCI) sets out the council's agreement with the local community and other stakeholders regarding their ongoing involvement in the preparation, alteration and continuing review of planning policies. The document also sets out the council's standards for public engagement during the consideration of planning applications.

In short, its aim is to better engage the public, local groups and other organisation in shaping the future direction of development and change within the district.

How has this document been produced?

The Statement of Community Involvement was drawn together using advice from those in the field of community consultation and the views of stakeholders, during the summer of 2005. Around 1,000 questionnaires were sent out to key organisations and people who had been involved in the past, in order to understand how they would like to participate in the process. The inputs of these exercises are summarised in Appendix C of the final SCI document.

Between 22 September and 3 November 2005, the first draft of this document was published for formal public consultation which attracted 41 representations from interested parties.

On 7 December 2005, the council's Cabinet approved a revised draft of the SCI for submission to the Secretary of State for independent examination. The submission document, as well as necessary supporting material was submitted on 21 December 2005.

Between 5 January to 23 February 2006, a further period of formal consultation was held to identify any outstanding issues. 35 responses to this exercise were received. All the responses received were passed to the Planning Inspectorate who were charged by the Secretary of State with examining the draft SCI.

In August 2006, Ben Linscott - a Planning Inspector - published his report which found the document 'sound' although a number of minor changes were required. View the Inspectors' report.
