Porton Down - Development brief and masterplan

Planning for the future at Porton Down

Salisbury District Council, The Health Protection Agency (HPA), Defence Science and Technology Laboratory (Dstl) and Porton BioScience and Technology Centre Ltd (PBTC Ltd) have come together to set out a shared vision for ongoing future improvement of the Research and Development facilities at Porton Down.

Proposals for the site are set out in the Porton Down Masterplan and Science Park Development Brief.

After a period of consultation and subsequent amendments, the Masterplan and Development Brief for Porton Down were approved by Cabinet at its meeting on 28 February 2007. The documents now have the status of Supplementary Planning Guidance (SPG), and will therefore be a material consideration when future planning applications for the site are decided.

Masterplan

The Porton Down Masterplan sets out a site wide vision for the pattern of future development as a means to promote its potential as a world leading centre of excellence in technological development and bioscience research. The document, which looks over 10 years ahead, aims to give local stakeholders and local politicians a greater understanding of development needs on the site whilst also providing a mechanism to manage impacts, such as road traffic, on nearby communities.

Development Brief

The Science Park Development Brief sets out more detailed proposals for a site of up to 10 hectares which was allocated in the Salisbury District Local Plan. The release of this land was made to encourage private research and development investment on the site in order that scientific knowledge being developed by the public sector organisations Dstl and Health Protection Agency (HPA) can be developed for commercial purposes. PBTC Ltd, the company behind the proposal, already makes space available to small businesses developing these new technologies. The development proposals published in the document provide scope for those businesses to flourish and multiply in new purpose-built premises.

Formal public consultation

From 21 September 2006, the council ran a six-week consultation period to seek the views of the community on the content of the Masterplan and Development Brief. It is important that the views of the community are taken into account wherever possible.

For the purposes of this consultation a large number of organisations and individuals were notified and publicity arrangements were designed to reach out to the public at large.
