What happens to a planning application?

When the council receives a planning application, we display a site notice on, or as near as possible to the site and/or endeavour to notify neighbours directly affected. In some circumstances an advertisement will be placed in the local press.

We notify the local parish or town council.

We may consult other bodies such as the county council who are the highway authority; the Environment Agency; the water authority.

A planning officer will visit the site, consider the comments received, negotiate for amendments if appropriate and make a recommendation to the Head of Development Services.

The matters that will be taken into account in determining an application include:

  • whether the proposal conforms with the policies of the local plan
  • the impact on the appearance of the area
  • the impact on the amenity of neighbouring properties
  • any impact on road safety.

Most applications are determined by the Head of Development Staff and his staff under delegated powers ( in accordance with the constitution). Some applications are decided by the council’s local area committees. Applications recommended for approval contrary to policy and those that affect more than one area committee are considered by the Planning and Regulatory Panel.

Each local area committee meets every four weeks. The Planning and Regulatory Panel meets as and when required. Applicants, supporters and objectors have the opportunity to speak at the committee.

You can see the planning officer’s reports for applications on each committee five working days before the meeting. A schedule of late correspondence is produced for all correspondence that is received in the planning department between the compilation of the agenda and the date of the meeting.
