The Housing Act 2004 came into force on 6 April 2006. Under this new Act, properties that are three or more storeys high, and are occupied by five or more people that form more than one household, must be licensed by the local council.
Houses in multiple occupancy generally mean a building, or part of a building, that is occupied by more than one household and where amenities such as a bathroom or kitchen are shared.
Anyone who owns or manages an HMO must apply to the council for a licence before 6 July 2006. Operating without a licence after this date will be an offence and could lead to a fine of up to £20,000.
