The council provides a range of financial assistance to help householders improve the energy efficiency of their home. These include:
This is a scheme offered by Salisbury District Council that provides a £50 cash back to the over 60s who either install cavity wall insulation or increase their loft insulation to 250mm. This allowance, combined with other allowances available under the energy companies' CERT scheme, means that the cost of improving insulation in your home is a lot cheaper than you might expect. Anyone wishing to take advantage should receive approval from the council before having work undertaken. Regrettably the allowance is not available for DIY work.
Typical costs to the householder to install cavity wall insulation under the CERT scheme, for a terrace house with Economy 7 heating is £50 and a detached 4 bedroom house with gas fired central heating is £230.
If you wish to install loft insulation but you are either unable to clear your loft of stored items or haven’t got a friend or relative who can help, then there is additional help available to clear your loft.

Warm Front is a government-sponsored scheme that can pay for improvement in heating and insulation in a property. The scheme is means tested and in normal circumstances can provide grants of up to £2,700, and in some cases £4,000 where oil fired central heating is installed.
The financial limitation to the grant means that in many cases the householder will need to pay a top up. Salisbury District Council can provide assistance to fund this top up.
Assistance can be provided to the occupier of flats, and particularly converted flats, where there is no cavity wall insulation. The council’s House Condition Survey showed that converted flats had poor thermal insulation. This is a non-means tested allowance and the budget is cash limited.
Assistance of up to £1,000 can be provided to improve the energy efficiency in Houses of Multiple Occupation (HMO). The council’s House Condition Survey showed that HMOs had poor standards of heating and thermal insulation. This is a non-means tested allowance and the budget is cash limited.
