Salisbury District Council's tenants have opted for their homes to remain under council ownership by voting against the proposal to transfer to a newly formed local housing association.
The result of a ballot of tenants, run by the independent Electoral Reform Services, showed that 4,810 tenants (74.2%) used their vote, with 3,424 (71.31%) of those being against the transfer proposal and 1,377 (28.65%) in favour. Nine votes were spoilt.
Full Council will discuss the implications of the ballot result for its housing service at its meeting on 11 December.
