The Council wishes to make the best possible use of its stock as well as looking after the interests of its tenants. To achieve these aims the housing department may be able to help you transfer to larger or smaller accommodation where this is required.
It is not possible to help everyone at once and there is often a fairly long wait for a transfer due to the demand and the limited number of vacancies that occur.
The council now works in partnership with some housing associations who will consider applications from the council's transfer list. If you are interested in being considered for housing association properties as well as council properties you may indicate this when you register on the council's transfer list. Transfer application forms are available from the housing department at 26 Endless Street, or from the local estate offices.
The council also operates an incentive scheme for tenants to move from larger to smaller accommodation than requested on the transfer application. In certain circumstances you may qualify for a cash payment if you are prepared to move to smaller accommodation. Details of the council's current policy on transfers and incentive scheme may be obtained from the housing department.
Although it can take time for the council to find you a transfer you can help yourself by finding another tenant who wishes to exchange their home with you.
The council is keen to encourage exchanges and consent will only be withheld if your rent is in arrears or if the accommodation that you wish to move to is too large or too small for your needs, or if it has been built for people with special needs, e.g., disabled adaptations.
Most housing associations and other social housing landlords participate in this scheme.
Salisbury District Council participates in the Home Swapper scheme and you can therefore apply to exchange with a tenant in any part of the country. There is a list of tenants wishing to exchange, which is kept in the housing department and is available for you to look at during normal office hours.
