Street cleaning overview

The strategic aim of the Street Cleansing Services is to provide a comprehensive and reliable street cleansing service.

The street cleansing service is provided throughout the district. Programmed works are carried out in towns and major village centres. Specific emphasis is also placed on litter picking grass verges and lay-bys, the provision of two fully equipped units to undertake programmed and 'on demand' work in all parishes and the removal of fly tipping in rural areas.

A comprehensive street cleaning service is provided throughout the City. The community plan target is to reduce complaints about street cleanliness in the City to one per month by 2002.

The street cleansing service supports the Council's Core Values of excellent service and protecting the environment.

The service includes:

  • Mechanical sweeping of all kerbside road channels throughout the district to a set schedule.
  • An extensive programme of hand sweeping and litter picking to a set schedule
  • The collection and removal of litter and refuse from grass verges and highway lay-bys
  • The provision of two fully equipped units to undertake programmed and 'on demand' works in all parishes to remove litter and detritus.
  • Mechanical and hand sweeping for Council owned and operated car parks to an agreed schedule.
  • Collection and removal of rubbish from designated rivers and adjoining embankments in Salisbury.
  • Hand sweeping Council owned roads in residential areas.
  • The provision and emptying of litter bins.
  • The washing down and cleaning of bus shelters in Salisbury which fall within the remit of the City Area Committee.
  • Removal and disposal of fly tipping.
  • The provision of a highway and foot-way weed control programme in conjunction with Wiltshire County Council.
  • Pavement wash-down to pedestrian areas where necessary.
  • The provision of an emergency response team to deal with major problems with litter and refuse outside normal working hours.

The service is delivered through a client and contractor working arrangement with Salisbury Commercial Services. The existing contract is due to expire in March 2003 when, as part of the 'Street Scene' Services Best Value Review, all aspects of service provision and delivery of both the Waste Collection and Street Cleansing services will be critically examined.
