An 'Overview and Scrutiny Panel' is the name given to a group of Councillors responsible for monitoring council performance at a strategic level. There are five different panels, four covering the Cabinet 'portfolios' of Community and Housing, Environment and Transport, Planning and Economic Development and Resources, while the fifth is the Overview and Scrutiny Coordinating Committee.
These panels receive the quarterly Budget Report and Performance Monitoring Report, which they use to set priority areas for investigation from among the council's Service Units. In many cases priority areas will be drawn from council services that are in need of extra support, though the panels also decide at the beginning of each financial year on two or three major service reviews that they will carry out in that year.
