Performance management at Salisbury District Council aims to ensure that our customers receive the best possible service at the right cost. Managing performance is about practical ways of improving how we do things. Its only purpose is to deliver better quality services to local people. The council's approach draws on best practice identified by the Audit Commission. It does this by applying the principles of 'Best Value', which seeks to measure certain aspects of the council's work against national or local performance targets, allowing early action to be taken if a service is falling below the high standard our customers have the right to expect. Best Value also focuses on the continuous improvement of even high performing services, to enable Salisbury District Council to achieve its goal of being an 'excellent' council.
The Performance Improvement Manager is responsible in part for the delivery of the council's efficiency programme. This programme, supported by central government, aims to increase the efficiency of all public sector bodies by eliminating waste in their processes and encouraging greater collaboration between organisations.
The council's performance is monitored at councillor level by our Overview and Scrutiny Panels, which are tasked with the investigation both of council services which are in need of extra support and of decisions made by the Cabinet.
In
2005, we published
Performance Management: The Way Forward 53kb, setting out our
plans from 2005 onwards.
