A full Best Value Performance Plan (BVPP) must be published each year by 30 June. The BVPP is central to the council's arrangements for securing continuous improvement in service delivery. Published as a supplement to the Corporate Plan, these two documents should be read in conjunction with each other as a full account of Salisbury District Council past, present and future. Together they set out clear statements about:
The principal audiences for the full version BVPP are staff, elected members, groups and organisations with an interest in the council, and central government. It is also hoped that provision of this information will improve local accountability, promote awareness amongst local people, and encourage their involvement in local government.
Significantly the legislative requirements of the BVPP are less because of the achievement of a 'good' rating for our Comprehensive Performance Assessment. This inspection, which was undertaken by the government's independent watchdog, the Audit Commission, looked at all the services provided by Salisbury District Council and assessed not only how well we are performing now, but also our capacity to improve.
The Audit Commission conducted a review of the 2005/06 BVPP and 2004/05 Best Value Performance Indicators. Its objectives were to consider the extent to which it complies with statutory requirements as to content and distribution; and to consider the adequacy of the systems in place to produce and publish performance information. The review concluded there were "no identified matters to report to the authority", and "no recommendations to make on procedures in relation to the Best Value Performance Plan". Attached to the report was a detailed schedule of findings. The main points were extracted and put into an action plan against which we are monitoring our progress towards in order to continually improve the arrangements we have in place for the production, analysis, monitoring and reporting of quality data used to manage and report the council's performance.

The council is required to include a statement on contracts which certifies that all contracts awarded during the year 2007-08 which involved a transfer of staff comply, where applicable, with the requirements of the Code of Practice on Workforce Matters. The council awarded one contract involving the transfer of staff during the year 2007-08, and the council certifies that it was handled in accordance with the policy.
