Parish review - second stage consultation

Over 3,000 questionnaires were received from Salisbury residents responding to the second stage of consultation on setting up a parish council for the city.

86% of respondents agreed that the new council should be named Salisbury City Council.

Alternative names that were suggested included Salisbury Parish Council, City of New Sarum Council and Salisbury Town Council.

82% supported a recommendation proposed by Salisbury District Council that there should be nine parish wards and the names of those wards.

However, since then, the Boundary Committee for England has produced draft recommendations for the new Wiltshire Council electoral arrangements. These include a recommendation for eight electoral divisions to cover the Salisbury city area.

The final recommendation from the Boundary Committee will not be confirmed until early 2009. However, in order to ensure that Salisbury has the same number of parish wards as Wiltshire Council electoral divisions, Salisbury District Council is now recommending acceptance of the eight ward pattern.

The proposed wards are:

  • Bemerton
  • St Francis & Stratford
  • St Mark & Bishopdown
  • St Edmund & Milford
  • St Paul
  • Fisherton & Bemerton village
  • St Martin & Cathedral
  • Harnham

Salisbury District Council is proposing three parish city councillors per ward.

Additional comments made during this round of the consultation included ideas for improving services across the council, the roles of councillors in a new parish council and feedback on spending and cutting costs.

The consultation process now moves to the third of the four statutory stages.

This asks residents of the city to confirm the district council’s final recommendations on the name of the parish council, the geographical area covered, and the number and names of the wards.
