Salisbury is the only area in Wiltshire that has no city or parish council. In April 2009 Salisbury District Council will become part of Wiltshire Council. A new Salisbury City Council could cover the city area that is not already in another parish.

In June-July 2008 over 3000 Salisbury residents responded to the second stage of consultation and 86% agreed with the proposed name of Salisbury City Council.

We want your views on our final recommendations to form the basic legal structure for a new parish council for Salisbury. In the previous consultation, we set out our preferred recommendations for the number of parish wards ( to be know as electoral divisions in the unitary authority ) and the names of those wards. Since then, the Boundary Committee for England has produced draft recommendations for the new Wiltshire Council electoral arrangements. These include a recommendation for eight electoral divisions to cover the Salisbury City area.

The final recommendation from the Boundary Committee will not be confirmed until early 2009. This would mean that if we were to go ahead with the recommended number of parish wards in the previous consultation, there would be a different number of electoral divisions for the parish council and Wiltshire Council, as well as different boundaries. We recognise that this could be confusing and are now making a recommendation that will ensure the same number of parish wards and Wiltshire Council electoral divisions, as decided by the Boundary Committee.

We can't wait until early 2009 for the Boundary Committee's recommendations to be finalised because we want a new parish council to be up and running by April 2009 and are obliged to follow a complex and lengthy legal process ahead of that. However, we believe the approach we are proposing will ensure there is a clear set of electoral arrangements for the city.
