Eighteen months ago Salisbury District Council introduced the Black Box Scheme in partnership with Wiltshire County Council with the aim of providing a doorstep recycling service for the vast majority of residents in the District.
This review will examine the effectiveness of the scheme in terms of increasing the amount of waste recycled in the District, public attitudes to the Black Box Scheme and any other successful recycling schemes operated by other local authorities.
The review group will invite evidence from the public, the operators of the service, and good performing local authorities to identify the key issues.
The group will then present the report of their findings and strategic recommendations for improvement to both Salisbury District Council's Cabinet and Wiltshire County Council.
October – 30 November 2005: The review group will invite submissions from the public.
October/November 2005: The review group will hold fact-finding sessions and site visits to engage all those people and organisations that the group would like to question.
December 2005: The first draft of the review group's report will be published.
January
2006: The
Waste Management Scrutiny Review Final Report 573kb will be submitted to Salisbury District Council's Cabinet.
