Part 7 - Members' Allowance Scheme

As required under the Local Government Act 2000, an Independent Panel has reviewed the remuneration arrangements for the District Council's members. The current applicable Scheme is set out below:-

1. Allowances

Position Allowance
Basic Allowance £4,000pa
Council Leader £16,000pa
Portfolio Holders and Deputy Leader £12,000pa
Other Cabinet Members £8,000pa
Area Committee Chairman £4,000pa
Overview and Scrutiny Panel Chairman £4,000pa

2. Additional Allowances:

Position Allowance
Group Leaders (irrespective of other positions they may hold) £500pa (up to 5 Members in a group) £100pa for every additional Member in the group
Deputy Group Leaders (irrespective of other positions they may hold) £250pa (up to 5 Members in a group) £50pa for every additional Member in the group

3. Other special responsibilities:

Vice-Chairman of the Standards Committee, Vice-Chairman of the Overview and Scrutiny Co-ordinating Committee, Vice-Chairman of the Audit Committee, Vice-Chairman of the Licensing Committee and Vice-Chairman of the Planning and Regulatory Panel £300pa
Membership of the Standards Committee, Planning and Regulatory Panel, Audit Committee and Overview and Scrutiny Co-ordinating Committee £200pa
Membership of the Licensing Committee £300pa
Deputy Representative Members of the Standards Committe £100pa
Vice-Chairman of the Overview and Scrutiny Panels £1,000pa
Vice-Chairman of the Area Committees £1,000pa
Minority representatives/group spokespersons on Area Committees £250pa

Any other formal Council bodies established during the year as part of the new political management structure will carry a Chairmanship allowance of £500 pa, a Vice - Chairmanship allowance of £300 pa and a membership allowance of £200 pa

4. Expenses for arranging for the care of children and dependents

The hourly rate should be set at the minimum wage plus 10% with an overall limit of £2,500 pa per member and certain other conditions attached.

5. Member's pensions

As Regulations relating to the issue of member pensions are not yet in force, these should be a matter for the Panel's consideration during next year's review

6. Travel and Subsistence Allowances

Where a Councillor is fully or partially suspended from their duty that Councillor's allowances should be withheld – such allowances to include the basic allowance, any special responsibility allowance and travel and subsistence allowances, additionally this provision should be extended to co-optees should such allowances start becoming payable.  Also the Scheme shall make provision for the repayment of any allowance that has been paid in respect of a period when a member was suspended or had ceased to be a Member.

The Scheme should allow provision for a person to forgo all or part of any of their allowances to which they are entitled.  To do this they must give notice in writing to the proper officer.

The Scheme shall make provision for an annual adjustment of allowances to be determined using the average percentage pay award figure applicable to Officers.
