Parish planning: delivering actions

Parish, Ward and Town Plans are concerned with achieving action. Action planning - the coordination of individuals and organisations and their resources - is therefore the most critical part.

Influencing local organisations

Some action can be achieved locally amongst individuals and groups of volunteers within the community, with locally raised funds. However, some local concerns are related to service delivery organisations and other bodies (such as the district council) who will need to allocate resources or alter policies. Influencing these organisations is essential.

Your plan can make an effective and positive case to service providers and other organisations to change the way in which they meet your needs, tackle specific projects, or alter how they view your local area.

Their all-encompassing nature means Parish Ward and Town Plans have the potential to influence a wide range of organisations and their policies and plans

Influencing community plans

The South Wiltshire Strategic Alliance (SWSA) is the Local Strategic Partnership for South Wiltshire. It is charged with bringing important organisations together to collectively tackle local issues and problems.

SWSA leads on community planning for the district. The four ‘levels’ of community planning in Wiltshire are listed below. Each of the last three levels has its own community plan or community strategy. Issues are fed from the bottom-up as well as top-down, so that each plan reflects all the relevant issues for that geographical level. Eventually it is hoped that all parishes, towns and wards will complete a local parish/ward/town plan, which will influence the community area plan for the area.

South Wiltshire Strategic Alliance partners are committed to giving consideration to suggestions for changes to service delivery that come through the validated parish planning process, subject to resource constraints.

Influencing land use and development

The Parish, Ward and Town Plan process is recognised within the new land use planning system. The district council’s Statement of Community Involvement (part of the Local Development Framework (LDF)) makes it clear that Parish Plans have a critical role to play in identifying local issues and solutions. Future developments (whether large or small) can contribute towards addressing these either directly, or through the securing of developer contributions.
