What is a Community Strategy?

The Local Government Act 2000 places a duty on local authorities to prepare 'community strategies', for promoting or improving the economic, social and environmental well-being of their areas, and contributing to the achievement of sustainable development in the UK.

A community strategy is a document that sets out the long-term priorities for an area as determined through consultation with the local community. The document will shape the way members of the local strategic partnership plan and deliver their services to that community.

The action plan for the community strategy constitutes the work programme for the Alliance. The principle of ‘subsidiarity’ means that issues are tackled at the most appropriate level (local, district or county level).

South Wiltshire Community Strategy

There is a Community Strategy for Salisbury district, entitled ‘Making a Difference Together’. This sets out the priorities which will be tackled by the South Wiltshire Strategic Alliance. The priorities for 2005-09 are:

• Crime and anti-social behaviour
• Affordable housing (for a definition, see p 6 of ‘Suplementary planning guidance - Delivering affordable housing in Salisbury district 1.9mb’)
• Access to services (including rural transport, shared services and better information)
• Alliance employers leading by example (health, basic skills, sustainable organizations, diversity and social inclusion)

The strategy was adopted by the Alliance Board in June 2005. The Strategy was also adopted as a framework policy document by Salisbury District Council in 2005.

The strategy adds value to the community plans by concentrating on issues that need to be tackled on a district-wide basis.

Wiltshire Community Strategy

There is also a Community Strategy for the county, entitled ‘A County Fit for our Children’ . This sets out the following priorities for Wiltshire:

• Become the healthiest county in England in which to live by 2014
• Become the most waste-efficient county in England in 2014
• Improve Wiltshire’s ‘street scene’ (i.e. the attractiveness, safety, cleanliness and usability of Wiltshire's streets and lanes)
• Improve adult basic skills

The priorities in the countywide strategy are reflected in the district community strategy. The countywide strategy has been structured around eight themes that have also been used to structure the local community plans.
