The Local Government Act 2000 places a duty on local authorities to prepare 'community strategies', for promoting or improving the economic, social and environmental well-being of their areas, and contributing to the achievement of sustainable development in the UK.
A community strategy is a document that sets out the long-term priorities for an area as determined through consultation with the local community. The document will shape the way members of the local strategic partnership plan and deliver their services to that community.
The action plan for the community strategy constitutes the work programme for the Alliance. The principle of ‘subsidiarity’ means that issues are tackled at the most appropriate level (local, district or county level).
There is a Community Strategy for Salisbury district, entitled ‘Making a Difference Together’. This sets out the priorities which will be tackled by the South Wiltshire Strategic Alliance. The priorities for 2005-09 are:

The strategy was adopted by the Alliance Board in June 2005. The Strategy was also adopted as a framework policy document by Salisbury District Council in 2005.
The strategy adds value to the community plans by concentrating on issues that need to be tackled on a district-wide basis.

The priorities in the countywide strategy are reflected in the district community strategy. The countywide strategy has been structured around eight themes that have also been used to structure the local community plans.
